People who put keywords on the deviations they're uploading that have nothing to do with the subject of the deviations are spammers.
The purpose of keywords are for searchers to find specific kinds of deviations by filtering out those they don't want to see. Those keywords are not there for you to use to shove your stuff in the faces of people who don't want to see it.
